Sign in is 0.005 BTC like in old Vortex (Vortex members don't have to pay because accounts will be transferred to the new matrix).
Below is a short explanation of the pay plan.
In Level 1 you will get 0.005 BTC from 4 members (0.005 x 4 = 0.02 BTC)
In Level 2, which is the last level, you will get 16 x 0.02 = 0.32 BTC.
Payout will be 0.29 BTC and with 0.03 BTC you will get 6 new accounts after you cycle out the matrix.
